For requirements within Category C—Mission-Based ITC/AV Service Solutions, federal customers may request a quote from Charles F. Day & Associates, LLC (CFDay) through the NASA SEWP VI Quote Request Tool (QRT).
When creating the request, select Category C and provide a clear description of the requirement, applicable specifications, quantities, period and place of performance, requested delivery or start date, and any installation, warranty, training, technical support, or post-delivery requirements.
The ordering activity must provide all eligible Contract Holders within the selected category or applicable set-aside pool a fair opportunity to compete, unless an authorized exception applies. Customers may identify CFDay as a suggested source, but doing so does not eliminate the ordering activity’s Fair Opportunity responsibilities.
CFDay will review the request and submit its quote through the NASA SEWP VI ordering process in accordance with the ordering activity’s instructions.

Develop the mission need, performance requirements, period of performance, and applicable acquisition information.
Submit the requirement through NASA SEWP’s online tools to conduct market research or provide fair opportunity, as applicable.
The ordering agency evaluates responses, makes its best-value decision, and sends the order through the NASA SEWP Program Management Office.
NASA SEWP VI is a multiple-award Government-Wide Acquisition Contract (GWAC). In accordance with FAR 16.505(b)(1), the ordering contracting officer must provide each eligible NASA SEWP VI Contract Holder a fair opportunity to be considered for each order exceeding the micro-purchase threshold, unless an authorized exception applies. The contracting officer has broad discretion to develop order-placement procedures appropriate to the acquisition and must document the rationale for the placement and price of each order.
NASA recommends using the SEWP online Quote Request Tool (QRT) to support the fair-opportunity process and required acquisition documentation. The QRT distributes the request to the appropriate SEWP VI Contract Holders based on the selected category, group, or approved source.
