CEO of Charles F. Day & Associates, held U.S. Army certification as a Research & Development Manager and managed a portfolio of Army systems. He was involved in early use of digitization in the army and later was responsible for on-going digitization of select Army and Joint systems. He has established teaming relationships in the Intelligence, CIO, Big Data Analysis, and IT services in support of the company’s prime contract with the US Army Intelligence and Security Command (INSCOM) Global Intelligence and Security Services (GISS) contract. Among the members of our INSCOM team is Microsoft Federal Services, host of the MS Azure Fed Services Cloud. During a recent contract, he acted as the Portfolio Manager for the Information Technology programs and projects being planned and undertaken by the CIO of Defense Security Services (DSS). He is a certified Program Manager in accordance with the Defense Acquisition Workforce Improvement Act (DAWIA) and a certified Project Management Professional by the Project Management Institute. Dr. Charles Day is also part of the Undersecretary of Defense for Research and Engineering’s (USD R&E) working group (2020-2030 futures subgroup) to forecast the future organization of the DoD resulting from application of emerging science and technologies in the fields of Management Sciences.

1995-2004: US Army Guard and Reserve. Progressive assignments culminating as Department of the Army Systems Coordinator assigned to the Assistant Secretary of the Army for Acquisitions, Logistics, and Technology (ASAALT).

2006-2012: Defense Information Systems Agency Chair and Visiting Professor to the Information Resources Management College (iCollege) of the National Defense University(NDU) teaching graduate level business/information management/organizational performance related topics for the federal employee Chief Information Officer certification program and for
the National War College. Was primary faculty member working with the Federal Chief Financial Officer Council in developing and establishing the Chief Financial Officer Academy graduate level curriculum and courses at the NDU for federal employee CFO certification.
